Jay Downey is a Managing Director of Downey, a TCS company.  He specializes in life insurance, disability insurance, and long-term care insurance planning for individuals, and he assists clients in finding life settlement solutions. Jay has particular expertise in the design, administration, and servicing of multi-life insurance policies for large professional firms.

Jay joined TCS in October 2024 as part of the acquisition of The Downey Group. He had been with The Downey Group since December of 1995, after working as a loan officer at a local bank. A native of Champaign, Illinois, Jay earned his Bachelor of Science degree from the University of Illinois at Urbana-Champaign. He is also a veteran of the armed forces, where he served as a medical specialist for three years.

Jay holds the Chartered Life Underwriter (CLU) designation and the Certification for Long Term Care (CLTC) designation. He is also a lifetime member of the Million Dollar Round Table (MDRT) and a member of the National Association of Insurance and Financial Advisors (NAIFA). Additionally, he has served as a past President of the NAIFA-ECI chapter.

Jay is a proud member of the Champaign Rotary Club, often referred to as the World’s Greatest Rotary Club (WGRC), where he served a term as a board member of the Champaign Rotary Foundation and has attained the Paul Harris Fellow Level 6 designation. He is a life member of the University of Illinois Alumni Association and has previously served on the boards of the Don Moyer Boys & Girls Club and the Land Conservation Foundation.

In his free time, Jay enjoys playing golf, softball, and basketball. He has a passion for coaching youth sports, as well as an affinity for hunting and gardening.

Qualifying membership in the MDRT is based on minimum commission and gross business generated within a year and is not based upon performance or returns experienced by any client, or opinions of the advisor’s clients or former clients.
